The Department is comprised of the following Divisions:
Projects and Budgets - This division plans, develops, manages and constructs capital programs and projects and is also responsible for coordinating the department’s financial planning, monitoring and reporting (including PSAB reporting) with the Finance department. As well, the division is also responsible for providing geomatic (mapping) services (including PoCoMAP to residents and detailed infrastructure drawings and plans for operation and maintenance (O&M) purposes) and survey services for the corporation. Minor design and drafting services are also available.
The division is also responsible for the department’s IT management which is done in conjunction with the City’s IT division.
Environmental - The division provides environmental services and programs to City customers including the bathroom fixture program, pesticide information program, stream stewardship groups support. The division also is responsible for managing the water conservation (excluding O&M related activities), Soil Removal and Deposit and Monitoring Well and Borehole permitting programs, and provides internal consulting technical services (as requested) to City departments.
The division also plays a large role in supporting and coordinating the City’s environmental initiatives, through the City’s Environmental Management Team that was established by the Corporate Management Team. The division also provides support to the City’s Environmental Enhancement Committee and staff liaison and ensures the Agendas and Minutes are prepared and distributed.
Traffic and Transportation - This division is responsible for the planning and management of traffic and transportation (including walking and cycling) within the City, including the Master Transportation Plan and liaising with other transportation, transit and traffic safety agencies (including TransLink, Ministry of Transportation and Infrastructure, RCMP, ICBC, HUB, SD43 and Coast Mountain Bus Company. Staff from this section also manage transit shelter and bus bench programs, administers those related contracts and works closely with schools, businesses and residents in their role to promote and manage traffic safety.The division is also responsible for reviewing and approving signal timing plans, lane closure requests and traffic management plans on the City’s roads and walkway Right-of-Ways.
The division also provides support to the City’s Transportation Solutions & Operations Committee and staff liaison, and ensures the Agendas and Minutes are prepared and distributed.
Infrastructure Planning and Development - This division is responsible for the planning, approving and developing infrastructure within the City by others, particularly with respect to the land development and utilities process as well as the management of the City’s Right-of-Ways. The division works closely with the Development Services department and reviews and processes development proposals, subdivision applications (including the calculation of applicable DCCs).
The division also manages various agreements and fees including encroachment and Right-of-Ways, restrictive covenant agreements, DCCs and Highway Use Permits.
The division also is responsible for inspections of work being performed by the development community on the City’s Right-of-Ways (including building permit related work).
Customer Services - This division is responsible for providing and managing customer care and administrative services for the E&O Department. In particular, the division is the lead contact for land development and other customer service file inquiries and administers and manages the customer processing of applications/payments for various permits.
As well, the division is responsible for records management for the department and the department’s use of enterprise customer service software (including TEMPEST) and the business administration needs of the department (including timesheet, supplies and vacation management system). The division also provides administrative support and related duties for the various Council Committees.
The division works closely with Operations’ clerks located in the Operations Centre, as well as other administrative and internal service departments (including payroll, finance and accounts receivable).
Operations Division - This division manages and provides ongoing O&M services for municipal transportation, water, drainage, sanitary, solid waste collection and recycling. As well, the division manages the department’s fleet of equipment and provides heavy duty fleet services. Working closely with the Project and Budgets division, the division provides input to the City’s infrastructure rehabilitation and replacement program. Typical O&M activities include regularly flushing watermains to maintain high water quality, inspecting and exercising fire hydrants and valves to ensure that they function when needed, locating and adjusting manholes, relining collapsed sewage pipes, inspecting and repairing underground pipes and inspecting and maintaining the City’s dike system. The division utilizes technology for data acquisition and control of the City’s infrastructure such as pump stations and traffic signals.In addition, the division also provides leadership for customer services for the City’s solid waste program (including recycling and organics collection), including liaising with schools and multi-family complexes.
The division also liaises with the Building division (within the Development Services Department) who manages the City’s water distribution cross-connection and sewage source control programs. Annually, the division, issues a Water Quality Report in accordance with the conditions of the water distribution system Operating Permit issued by the Fraser Health Authority.
