CCD Investment Program
 A Comprehensive Arts, Culture and Heritage Financial Assistance Program

There are three categories in the Community Cultural Development Investment Program.  To quickly assess which program you should apply for, please review the following:

Project Investment Category

  • One-time only projects or on-going programs if receiving an Organization Investment
  • Registered society that has been in operation for two or more years
  • Not eligible if receiving a Self-help Matching Grant from the City
  • Not for developmental work
  • Art schools can apply if they demonstrate community benefit/partnership
  • All community groups can apply if they are doing something cultural
  • Not for commercial or for project entertainment
  • As long as first project has completed and a final report has been submitted, a group can apply for the second intake
  • Supplies and related small equipment costs can be included (maximum is $1,000)
  • Maximum 50% per project up to $2,500 and $5,000 per year/per group
  • Project is not funded retroactively
  • The project is normally completed in one year
  • Applications for under $1,000 are accepted on an on-going basis
  • Applications for over $1,000 have two intake periods:  April 30th and September 30th

Organization Investment Category

  • Grant shall not exceed a maximum of 25% of the organization's operation budget
  • 90% of the funds are awarded upon approval of allocation and 10% after the submission of the annual report.
  • Annual report due three months after fiscal year end
  • Can apply for  the other categories for one-time only projects, not regular programming
  • City will conduct a review every three years
  • No set envelope of funding.  Requests are considered annually as new service levels as part of the City's budgeting process
  • Cannot submit a proposal unless the organization can demonstrate organizational capacity, development and stability including but not limited to being in operation for a minimum of three years, registered as a non-profit group under the BC Society Act and charitable tax status with Revenue Canada, existence of a functioning Board of Directors, indication of competent management practises and experienced personnel with expertise to successfully achieve the organization's goals and objectives.

Development and Professional Investment Category

  • This is for new arts, culture or heritage groups
  • Apply on an annual basis for up to three consecutive years
  • Once established (after 3rd seed year) can apply for Project and Organization Investments
  • Applicant must demonstrate previous experience in similar initiatives or field
  • Community-based projects initiated by established groups or artists
  • For enterprises and professional development
  • Not eligible if receiving a Self-help Matching Grant from the City
  • Maximum of $1,000 for an Individual Professional Development application
  • Applications have two intake periods:  April 30th and September 30th
