City Opens First Off-Leash Area

In response to longtime public demand, the City of Port Coquitlam opened its first dog off-leash area in Shaughnessy Park in January 2010. It is located in the 3300-block of Shaughnessy Street, across from Chester Place.

The new off-leash area is expected to diminish off-leash conflicts in other parks, so everyone in the community will benefit from this new community asset. Per the City's Animal Control Bylaw, this is the only place in the community (other than private property) where dogs are not required to be leashed.

Off-Leash Area Features:

  • total off-leash area of more than a half-hectare in size (more than an acre)
  • parking lot
  • double-gated entry area
  • enclosed area for small dogs with a 45-metre-long trail circuit
  • a 292-metre-long forested trail circuit
  • benches and picnic table
  • garbage receptacle for litter and dog waste
  • signage (click to see rules)
In response to public requests, the City has installed fencing around the entire off-leash area.

It is hoped a user group will fund raise for a water fountain, which is not currently part of the City's plans because of the cost to bring water into the park.

Background
A dog off-leash area was identified as a significant need when the City collected public input for the 2007 Parks, Recreation and Culture Master Plan. The plan recommends the development of two dog off-leash areas. The need was further reinforced in a customer survey conducted in the fall of 2008 by the Parks and Recreation Department, as well as further public consultation that took place in summer 2009, including an online discussion board and survey.

In response to public feedback, the trail surface is a mixture of gravel and wood chips, and fencing in the fenced areas will be four feet high. As well, the entire off-leash area will be fenced off during April 2010.

Future Plans
The Parks and Recreation Department has recognized the need for additional off-leash areas in Port Coquitlam and has identified future locations in both the north and south sides of the community. No formal planning has been conducted, however.

Until further off-leash areas are developed, owners may face enforcement under the Animal Control Bylaw if they allow their dogs to go off-leash in any public space other than the Shaughnessy Park Dog Off-Leash Area.
