Metro Vancouver is the regional entity responsible for water and sewer infrastructure. The City is billed for its share of these regional services, which are then reflected in residential utility fees. The $3.86 billion North Shore Wastewater Treatment Plant is the primary driver of increased utility fees this year, with the bill reflecting unavoidable cost overruns at Metro Vancouver.
The utility bill covers essential water and sewer services, with a significant portion of the costs, over which the City has no control, dictated by Metro Vancouver rates. These are flat annual fees based on the services provided to each property. Metro Vancouver charges make up 80% of the water levy increase ($35.24, or 7.18%) and 99% of the sewer levy increase ($122.61, or 30.98%). Much of the sewer levy increase ($84 from each household) is directly attributed to the North Shore Wastewater Treatment Plant cost overruns, which are impacting the entire region.
