Bylaws are established to protect a safe and livable environment for those who live, work, learn, and play in the City of Port Coquitlam. Bylaw Services aims to foster voluntary compliance through information, education, and respectful enforcement, considering all perspectives and the broader impact on the community.

Our Bylaw Officers work closely with other law enforcement agencies, government bodies, community groups, and social service organizations to uphold safety, maintain standards, and address behavioural and nuisance concerns to preserve residents' quality of life. We respond to public and agency complaints and proactively identify community issues to support a thriving Port Coquitlam.

Bylaw Services are on duty daily from 7:30am-10pm.

Bylaw complaints may be made by telephone, email, online, in person or in writing Bylaw Services. Anonymous complaints will not be accepted. Please provide your name, address and telephone number when submitting a complaint. Every complainant's identity will be kept confidential unless the complainant has agreed to be identified.

When filing a complaint, please provide as much detail as possible, including:

Address of the property involved
Date and time when the violation was first observed
Detailed description of the violation
Motor vehicle violations require a description of the motor vehicle and licence plate identification if possible

Bylaw Services will investigate your complaint as soon as possible. In most instances, the City’s Bylaw Enforcement Officers are successful in obtaining voluntary compliance with City bylaws. However, there are some cases that require additional enforcement. While you may not always feel that your concerns are being addressed quickly enough, please note that when an individual does not voluntarily comply, there are formal legal requirements that must be followed and, unfortunately, they can take time.

Bylaw violations are prioritized based on their impact on public health and safety and neighbouring properties, not the order in which calls are received. Calls related to immediate health and safety risks receive higher priority. Lower priority calls typically involve issues that do not impact public safety or the environment, as well as complaints made for retaliatory purposes.
