We support the use of electric vehicles (EVs) as a clean, low-carbon transportation alternative.
This includes providing a public EV charging station at the Port Coquitlam Community Centre, requiring basic EV charging infrastructure in the in parking areas of all new buildings with residential dwellings, and expanding its City fleet of electric and hybrid vehicles.
New City EV Charging Stations at PCCC
The City’s two dual-port Level 2 charging stations were activated at the Port Coquitlam Community Centre on Oct. 27, 2021. Up to four vehicles can be charged at once.
- Location: Southwest corner of PCCC underground parking lot. Right-hand side when entering from Mary Hill Road south of Wilson Avenue.
- Criteria: For users of the PCCC only; maximum three hours of parking (enforced).
- Cost: $1 for first two hours, $5 for additional hours. This nominal fee is intended to promote turnover and help recover costs.
- Network and payment: ChargePoint free app: App Store and Google Play

Supporting EVs: A cleaner transportation choice
After extensive review and consultation, the City of Port Coquitlam changed its Zoning Bylaw in 2018 to require basic EV charging infrastructure in the parking areas of all new buildings with residential dwellings for which building permits are applied, including:
- single-family homes and duplexes
- townhouses and rowhouses
- apartment buildings
- coach houses
- residential components of mixed-use buildings
Port Coquitlam was among the first cities in Metro Vancouver to require basic EV infrastructure in new homes.
Compared to gas vehicles, EVs emit 98% less greenhouse gases and are 1/5th the cost to fuel.
Benefits of going electric
Compared to gas vehicles, EVs emit 98% less greenhouse gases and are 1/5th the cost to fuel.
Although EV sales continue to grow, access to charging infrastructure has been a barrier for EV adoption. Installing basic electrical equipment for EV charging (“roughing-in”) is a relatively easy way to help ensure residents buying new homes can access EV charging.
Benefits of roughing in:
- Roughing-in EV charging infrastructure during construction can dramatically reduce the cost and building alteration required to install charging stations.
- Provides an amenity increasingly desired by home buyers

Guidelines for EV Charging Rough-ins
The Port Coquitlam Electric Vehicle Rough-in Guidelines define specifications for infrastructure in new buildings with residential dwellings, including required ampacity, acceptable equipment types and sample configurations. Note that these guidelines relate only to the City’s Zoning Bylaw and in no way supersede requirements under provincial or federal regulation.
