Housing Needs Report

A Housing Needs Report (HNR) is an analytical document intended to help a municipality identify current and anticipated housing needs in their community by collecting and analyzing data about local demographics, household incomes, housing stock and other community trends. HNRs are used to help inform housing related policies and land use directions, such as an Official Community Plan.

2024 Updated Housing Needs Report

The Province first introduced legislation for HNRs in 2019, with a requirement that municipalities must complete one by April 2022. Requirements of the report included specifics on the types of data collected (e.g. pertaining to current and projected population, income, employment, housing units, core need) and current and anticipated needs for specified housing types (affordable, rental, special needs, senior, family, homeless/at risk). 

In 2023, the Province amended the legislation to update requirements for data collecting and timing of HNRs. This also included use of a new standardized HNR methodology to calculate the 5- and 20-year housing needs, a statement about housing needs in proximity to alternative transportation infrastructure, and a description of actions undertaken by a municipality since receiving their initial HNR to reduce housing needs.  Municipalities are also required to update their OCPs and zoning bylaws by December 31, 2025, to accommodate the number of units identified

The findings of the 2024 HNR will be used to inform the 2024/2025 OCP update by identifying opportunities to create new policies and amend land use designations to ensure the City is supporting the creation of housing that will accommodate the identified need over the next 20 years.
