Major upgrades to Kingsway Avenue between Kelly Avenue and Kebet Way (East of the Mary Hill Bypass) will improve traffic flow, parking, safety, and facilities for walkers and cyclists.
Kingsway Avenue is part of the TransLink major road network (MRN), which supports the efficient movement of large volumes of people and goods and connects provincial highways to municipal road networks.
Most of Kingsway currently has one travel lane in each direction, with parking permitted on both sides of the road in some areas and sidewalks in some sections.

Planning and Timing
The City completed a transportation study, conceptual and detailed designs in 2019 and 2020 to address existing and future traffic performance, new development, increasing truck traffic and queuing, property access/egress, traffic signal operations, business parking and lack of active transportation facilities such as paths and bicycle lanes.
This project will take a Phased approach to construction, as funding becomes available for each given year through to 2026.
Phase 1
Phase 1 of the project consisted of constructing the Multi-Use Pathway along the north side of Kingsway Avenue, between Kelly Avenue and Kebet Way. Phase 1 of the works generally consisted of the following improvements:
- New multi-use pathway (MUP) and associated drainage works along the north side of Kingsway Avenue;
- New LED lighting along the north side of Kingsway Avenue for MUP users;
- New curbing as required along the north side of Kingsway Avenue with inclusion of parking pockets at select locations;
- New MUP-friendly driveway crossings along the north side of Kingsway Avenue to promote safety;
- New tree/shrub planting and landscaping as part of the associated MUP works; and
- New concrete bus landing pads at locations along the north side of Kingsway Avenue.
Phase 1 works were completed by the City’s contractor, GPM Civil Contracting, in December 2024 with only minor and restorative works remaining.
Phase 2
Phase 2 of the project will be generally confined to works between Kelly Avenue to west of McLean Avenue and Coast Meridian Road to Mary Hill Bypass. The works will generally consist of:
• Curb realignment and lane reconfiguration;
• Sidewalk install along the south side with driveway tie-ins as required;
• Drainage improvements; and
• Roadway lighting upgrades.
The City is in the final stages of finalizing the design of Phase 2 of this project. Construction of Phase 2 is anticipated to begin in Spring 2025. Further construction scheduling information will be provided to residents and businesses in the area once a contractor has been successfully selected.
Phase 3
Phase 3 of the project will commence following completion of the Phase 2 works. Phase 3 is anticipated to commence in 2026. Hydro pole relocations will need to occur prior to starting Phase 3 works.
Phase 3 of the project will generally consist of intersection improvements, including additional turning lanes where warranted.

Planned Features
The City will make the following improvements to Kingsway Avenue once all phases are complete:
- One travel lane in each direction and a shared centre turn lane for turning in and out of businesses
- Parking lane on the south side and parking pockets on the north side (where possible)
- Intersection improvements, including additional turning lanes where warranted
- Right in/right out intersection at Tyner Street
- New sidewalk on the south side
- Multi-use pathway and planted boulevard on the north side
- Fibre optics and new streetlighting
- Landscape improvements
Parking and Pedestrian Safety
Based on a parking assessment of demand and needs along the Kingsway Avenue corridor, the City is proposing curb extensions on the north side for the safety of pedestrians using the new multi-use path and to provide better visibility for drivers.
Parking will be provided in between the curb extensions on the north side, with minimal impact on the number of available spaces. Parking will continue to be available along Kingsway's south side.

Construction Impacts
With only minor restorative works remaining for Phase 1 of the project, GPM Civil Contracting will continue to maintain communication with residents and businesses as necessary to complete the remaining works.
Upon the approach to the Phase 2 portion of works, the successful contractor will continue to maintain communication with residents and businesses in a manner similar to the communications had during Phase 1 works.
