Port Coquitlam, BC – Dec. 17, 2025… Flood protection and other critical infrastructure is front-and-centre in the 2026-2027 Capital Plan adopted by Port Coquitlam Council on Tuesday.
At Tuesday’s Committee of Council meeting, Council approved a capital budget for the next two years that continues the City’s focus on getting the basics right, with key investments in transportation, recreation, drainage and other infrastructure.
“By necessity, these are lean budgets for lean times. We’re keeping the impact on taxpayers front of mind while continuing to deliver the services, infrastructure and amenities our community relies on,” Mayor Brad West said. “The capital plan for the next two years is focused on critical infrastructure and maintaining our assets. As we finalize our 2026 capital projects and draft operating budget in the weeks ahead, staff have been directed to pursue ways to reduce costs while minimizing impacts to residents.”
2026 Capital Improvements
The City uses a two-year capital plan format to facilitate long-term planning and more competitive pricing in the tendering process. The plan is reviewed and updated each year based on emerging issues and priorities.
In total, approximately $29.3 million will be invested in 2026, with continuing progress on key recreation, transportation and flood-protection projects such as:
- Gates Park soccer hub: The new Soccer Facility and field upgrade are more than half-way complete, with anticipated completion before June 2026. Phase 2 of the project will include a grandstand, practice pitch, paving of gravel roads, pickleball court and baseball nets, with anticipated completion by September 2026.
- New covered multi-use sport facility: Early investigative works have started and evaluation of concept design proposals is underway. Construction of the facility in the Shaughnessy Bike Park area is planned by summer 2026, pending permit acquisition.
- Cedar Drainage Pump Station: Construction of this drainage project in north Port Coquitlam is anticipated to take place from January to June 2026.
- Maple Creek Drainage Pump Station: Construction of this drainage project has begun, with a new flood box installed, temporary pathway closures and detours in place. Anticipated completion is before February 2027.
- Coquitlam River Sanitary Pump Station: Construction of this sanitary project has begun with a new pump station and lining of the existing river crossings to increase sewer capacity resulting from growing demand.
- Kingsway Avenue upgrades: Phase 3 Improvements include major intersection improvements at McLean Avenue and Broadway Street intersections including additional lanes and signalization to minimize congestion and increase levels of service. with completion anticipated in by the end of 2026.
Funding will be provided for neighbourhood infrastructure such as roads, water, sewer and drainage works, key capital renewal and replacement projects, and new assets needed to support health, safety and quality of life.
The capital program is informed by Council priorities, resident feedback through the budget survey and other channels, staff input and City policies.
Capital projects can be funded through development revenue, surplus, grants, capital reserve accounts and debt financing.
