Requests are reviewed on a first-come, first-serve basis. Your request will be responded to for initial review and preliminary assessment which includes but is not limited to:
- Confirmation of availability for the requested space and times
- Checking alignment with existing City programs
- Identifying insurance and safety requirements (See insurance information below)
- Decision to proceed or decline
External User Agreement Guidelines
You are required to review the following guidelines before submitting your application.
- Family-Friendly Environment: Please conduct yourself in a manner that fits our family-friendly environment. Treat all people fairly, courteously, and professionally, in good faith.
- Respect for City Staff: I will be respectful to all City of Port Coquitlam employees and acknowledge their duties and responsibilities.
- Behavior Expectations: Excessively loud, offensive, or abusive language and any behavior contrary to the City’s Code of Conduct is not permitted. Violators will be asked to leave, and follow-up regarding the Business Contract may be required.
- Substance Abuse: Anyone under the influence of drugs or alcohol is not permitted to use the facilities.
- Solicitation Prohibited: Any solicitation of business at the facilities will result in the termination of the contract.
- Employee Areas: I understand that I and all affiliated employees do NOT have access to any City of Port Coquitlam employee areas.
- Personal Belongings: Please ensure that your personal belongings are stored safely at all times. We are not responsible for any lost or stolen items.
- Public Representation: I understand that I am not permitted to represent the City or make public comments unless authorized to do so. This includes social media, press releases, or any other public forums.
- Sign-In and Identification: I and all affiliated employees are required to sign in at the front desk and wear identification while in the facility for safety purposes. Upon leaving, identification must be returned to the front desk and we must sign out.
- Shared Space: I understand that the space provided under this Business Contract is shared with the public and is not exclusive to my group.
- Payment Terms: I understand and respect the payment and registration structure as outlined. Payment is due on the 1st of each month to the City of Port Coquitlam. Any late payments may result in a late fee or suspension of access until payment is received.
- Equipment Fee: If I or my affiliated employees or clients choose to use any of the City’s equipment (e.g., dumbbells, pool noodles, kickboards), a $5.00/hour fee applies. If I indicate “No” in the initial questionnaire, I and my affiliated employees and clients will not be permitted to use any City equipment.
- Payment for Leisure Use: This Business Contract permits free admission for my clients. However, if affiliated employees and clients choose to stay and use the facilities for leisure outside of the agreed-upon Business Contract times, they are responsible for paying their own admission.
- Orientation and Safety Procedures: I understand that I must attend a brief orientation on the City’s safety procedures before starting.
- First Aid: In the event that any of my affiliated employees or clients require first aid, I understand that it is my responsibility to immediately notify Lifeguards or City staff.
- Child Supervision: I understand that children under the age of 7 must be accompanied by an adult (16 years or older) within arm's reach at all times, as governed by the National Lifesaving Society. One adult may accompany up to three children under 7 years old within arm’s reach. The accompanying adult is responsible for ensuring the child's safety in the facility.
- Emergency Procedures: In the event of an emergency, I understand that I must immediately follow all instructions from City staff and Lifeguards. Emergency exits and evacuation procedures will be covered during the orientation.
- Respect for Staff and Pool Rules: I understand that I must follow all pool rules, respect the authority of City staff, and follow any directions given by Lifeguards.
- Public Access: I understand that this Business Contract permits me to enter the facility regardless of capacity.
- Use of Equipment: I understand that if I choose to request equipment (e.g., dumbbells, pool noodles, kickboards), I will be subject to the additional $5.00/hour fee. The available equipment includes:
- Dumbbells
- Pool Noodles
- Kickboards
- Pull Buoys
- Pool Toys (puzzle pieces, sinking rings, buckets, mats)
If I decline to use any equipment in the initial questionnaire, I and my affiliated employees or clients will not be permitted to use the City’s equipment.
Violations: Violations of these guidelines may result in a warning, suspension, or immediate termination of the contract, without refund, depending on the severity of the violation.
- Emergency Preparedness: All employees and affiliated individuals should familiarize themselves with the City’s emergency procedures as part of the orientation. This includes knowing emergency exits, evacuation plans, and how to act in case of a health emergency.
- Clarification of Terms: By signing this agreement, I confirm that I understand and agree to these terms, including those regarding facility use, payment structure, and safety protocols. I will ensure that all affiliated employees and clients also understand and abide by these guidelines.
Once Preliminary assessment is approved, the function area representative shall provide the External Facility User Agreement to be signed by the applicant. The Licensee shall, prior to issuance of the Permit, submit evidence of comprehensive general liability insurance, including without limitation, coverage for the indemnity provided herein in the amount of $5,000,000 and in form and substance acceptable to the Director. The insurance policy shall name the City as a named insured and shall cover death, personal injury, property damage and all other loss and damage affecting any person or property arising out of, or in any way connected with the Permit and the Licensee’s use and occupation of the Facility. Insurance can be purchased through your own provider or MIABC. Purchase insurance through an online portal.
