Office of the Chief Administrative Officer

The Chief Administrative Officer provides organizational leadership to all City staff.

Key Responsibilities

  • Direct and coordinate the activities of all departments
  • Assist Council to establish the City’s vision, plans and priorities
  • Oversee the development of revenue-generation initiatives and other strategic projects
  • Oversee the implementation of the City’s vision, plans and priorities by:
  • Ensuring effective policies are in place and adhered to
  • Providing leadership that enables an engaged and productive municipal workforce
John Leeburn Biography

John Leeburn came to the role of City of Port Coquitlam’s Chief Administrative Officer in 2012 from the District of Maple Ridge, following an extensive nation-wide search.

In his 25 years working in municipal government in Metro Vancouver, Leeburn proved his ability to lead municipal departments, work closely with Council and other department heads, build trusting relationships, and engage workforces.

During his time in Maple Ridge, Leeburn moved up the ranks from Director of Human Resources to Director of Corporate Support, and in 2005 was promoted to the role of Executive Director to the Chief Administrative Officer, one of the District’s most senior staff positions. In his earlier roles with Maple Ridge, Leeburn led the human resources, legislative services and information technology departments.

He began his career in municipal government in 1987 as Assistant Director of Human Resources in the City of New Westminster.

 Leeburn received a Master of Business Administration from Simon Fraser University in 2000, and a Bachelor of Commerce (major: industrial relations) from the University of British Columbia in 1985.

Prior to joining the staff in Port Coquitlam, John served as a citizen advisor on the City’s Healthy Community Committee.

Leeburn has lived in Port Coquitlam with his family since 1988. He enjoys running, golfing, walking his Golden Retriever, cooking, traveling and watching sports.
